Statement from the Committee for Education, Sport & Culture

In November 2016, the States Assembly reiterated its support for ending the 11+ selection process and moving to an all-ability secondary school system from September 2019.

For current primary school pupils (those in States maintained schools) this means:

  • Children currently in Year 6 (NO CHANGE): will have already completed the 11+ selection tests and received school allocations for September 2017, as planned, on 5th/6th April. As appropriate, pupils will be allocated places at La Mare de Carteret High, St. Sampson’s High, Les Beaucamps High, the Grammar School or special places at the three Grant-Aided Colleges.
  • Children currently in Year 5 (NO CHANGE): will sit the 11+ selection tests next academic year when they are in Year 6 following the current process. As appropriate, pupils will be allocated places at La Mare de Carteret High, St. Sampson’s High, Les Beaucamps High, the Grammar School or special places at the three Grant-Aided Colleges.
  • Children currently in Years 4, 3, 2, 1 and Reception (CHANGE): these year groups, when they reach Year 6, will be the first to be allocated places at secondary school without taking the 11+ selection tests. Allocation to all-ability schools will be based predominantly on a feeder system from primary schools. Which primary schools feed into which secondary schools will depend on the structure approved by the States later this year.

The Committee for Education, Sport & Culture intends that all pupils selected through the 11+ process to attend the Grant-Aided Colleges as special placeholders in September 2017 and September 2018, will continue to have that special place funded by the States until the end of their time at that College (including sixth form if they choose to stay on).

The Committee for Education, Sport & Culture intends that all pupils selected through the 11+ process to attend the Grammar School in September 2017 and September 2018 will continue to be educated within a selective intake until they reach the end of Year 11.

Pupils placed at Le Murier, Les Voies or the Communication and Autism bases will continue to be assessed and allocated places in the same way as now.

Pupils attending St Anne’s School in Alderney who are currently in Year 4 or below will continue their secondary education at St Anne’s. Those currently in Year 5 and Year 6 may still be selected for a place at the Grammar School.

Timescale for further decisions

The Committee is currently working up detailed proposals in line with the decisions already taken by the States.

In simple terms these decisions are:

  • Move to an all-ability system of secondary education provided in three schools (all preferably of a similar size) and the necessary changes to school buildings (the ‘education estate’) to deliver this
  • Any changes to the education estate considered necessary to deliver Post 16 education (A Levels, IB and BTEC/Vocational qualifications)
  • Proposals for the future funding of the Grant-Aided Colleges from September 2019

The Committee is working on the following areas as part of its consideration of possible options:

  • The implications for pupils and staff
  • How much it will cost – both capital (building) costs and revenue (operational) costs
  • How best to move to the new structure – known as transition arrangements – with the least disruption
  • Educational principles – e.g. setting, curriculum, school organisation, policies, governance etc.
  • Risks, challenges and opportunities

The Committee intends to benchmark possible three-school options against the current four-school system.

The Committee will be continuing to work with headteachers and Professional Associations as it continues to develop and refine its proposals.

The Committee intends to:

  • Bring initial proposals on the general principles of the future funding of the Grant-Aided Colleges to the Assembly in September 2017 (published within the next few months)
  • Publish its proposals for the future structure of secondary and post-16 education by the end of June/beginning of July 2017
  • This will be followed by a period of public engagement when parents and carers, teachers and other education staff, students and the wider community will be able to provide feedback on these proposals. Please note we are still considering how best to plan this period of public engagement and will provide a further update nearer the time
  • The Committee will review its proposals in light of feedback received before publishing a Policy Letter with firm recommendations for debate and approval by the end of the year.

The Committee is confident that the States will make a decision on the future structure of secondary and post-16 education, including any consequent school closures or rebuilds, by the end of 2017.

Request for Leave of Absence
Parents are advised that leave of absence taken in term time have a serious effect on on school work.  In accordance with the islands Attendance Policy, requests to take a student out of school should be made in writing to the Headteacher by completing the attached form.
